Quadrangle Infill – Torbay Hospital

Innovating Hybrid Delivery in Live Clinical Environments

Commissioned by Torbay & South Devon NHS Foundation Trust, Bailey Partnership delivered a complex hybrid healthcare expansion within an underutilised, fully landlocked courtyard. Collaborating with ModuleCo and MW Benney, our in-house multi-disciplinary team provided space planning, architectural, structural, MEP, project management, cost consulting, PD (BR) and fire engineering services. The scheme seamlessly integrates a ground-floor Maxillofacial department with a first-floor modular operating theatre suite and refurbished adjacent recovery zones, all delivered inside an active 24/7 hospital.

Unlocking Restricted Site Potential

This ambitious infill project addresses critical acute capacity needs by transforming tight, landlocked hospital space without interrupting ongoing patient care.

A staggered strategy enabled early completion of the Level 3 modular theatres in March 2026, followed by rapid ground-floor enclosure. Utilising 100% all-electric site machinery and 24/7 shifted delivery, the team ensured zero-emission air quality, suppressed noise levels, and maintained continuous, safe clinical operations throughout construction.

Multi-Level Clinical Facilities

The scheme provides a dedicated ground-floor Oral & Maxillofacial Surgery (OMFS) unit featuring modern treatment and consultation rooms, directly beneath the new upper-level surgical suite.

Executing structural infill beneath live modular theatres required micro-piled screw foundations and independent steel framing.

To preserve safe patient pathways, the team systematically excavated 484 tonnes of spoil through live corridors and managed internal refurbishments across a meticulous 15-phase sequence.
