Kenneth Birch Appointed to the RICS President’s Panel of Independent Expert Witnesses

Chris Rees

Director Kenneth Birch joins the select RICS Dispute Resolution Service register to provide forensic expert witness and technical evaluation services across the UK built environment.

Bailey Partnership is pleased to announce that Director Kenneth Birch has been appointed to the prestigious RICS President’s Panel of independent expert witnesses.

Maintained by the Royal Institution of Chartered Surveyors (RICS) Dispute Resolution Service, this elite register serves as the industry benchmark for excellence in dispute resolution. Admission to the panel is strictly controlled – requiring candidates to undergo a rigorous selection process, intensive interviews, and provide documented evidence of extensive, high-level practical experience. This ensures panel members possess the impartial, authoritative expertise required to resolve highly complex property and construction conflicts.

In this national role, Ken will act as an accredited Expert Witness under the RICS Expert Witness Accreditation Service (EWAS) and as an Independent Expert for formal technical evaluations. His panel appointment directly covers a broad, specialised spectrum of built environment expertise, including:

• Building Surveying & Dilapidations: Forensic analysis of structural defects, building pathology, and landlord-tenant liability.

• Project Management & Contract Administration: Authoritative evaluation of contractual variations, procurement paths, and delivery performance.

• Fire Risk Appraisal of External Walls (FRAEW / EWS1): Technical compliance assessments and risk reporting in strict alignment with modern building safety legislation.

As construction frameworks and regulatory landscapes become increasingly complex, access to robust, independent technical evidence is critical. Ken’s appointment directly strengthens Bailey Partnership’s capacity to deliver world-class technical and legal insights – empowering developers, asset managers, and legal teams to de-risk disputes and avoid costly, protracted litigation through expert-led resolution.
